State of the art of the quality improvement in slovenia
(Report for Copenhagen EQuiP meeting, November 1999)

 

1. Quality indicators project.

The Medical Chamber and Ministry of Health initiated project: QUALITY IN HEALTH CARE, which main aim is establishment of information system for collection of quality indicators, selection of quality indicators and use of them as benchmark in quality improvement. Selection of quality indicators is left to professional bodies. Quality indicator group suggested following indicators:

- prevention: percentage of patients completing health check examination, percentage of patients vaccinated against flu and tetanus, percentage of non-hypertensive patients having their blood pressure measured at least once a year

- treatment: percentage of hypertonics with target blood pressure values, number of home visits per 1000 patients per year, percentage of patients visited in their homes in one year, percentage of accident patients treated without referral, items of service contacts ratio, number of prescriptions per year regarding patient mix, percentage of ARI contacts with antibiotic prescriptions, percentage of referrals regarding low back pain, number of complaints per 1000 consultations.

- emergency care: number of emergency interventions per 1000 population, mean response time, number of parallel interventions per month, percentage of reanimation procedures.

2. Establishing regional electronic network for medical data exchange.

Using experiences of PRIMACOM project we extended electronic network to one of the regions connecting practitioners enabling them to use internet services and exchange of medical data between primary and secondary care providers.

3. Complaint system.

Complaint system in association of group practices in one region brought new experiences in implementing the system and managing complaints.

4. Management of chronic disease.

An international course and a series of workshops on management of chronic conditions took place in this year cowering topics: hypertension and secondary prevention after myocardial infarction.

5. Guidelines development.

We continued development of following guidelines: Management of chronic pain in cancer patients, Low back pain, Hypertension, Diabetes mellitus type II, Angina pectoris.
Medical association started a project of guideline development in all fields of medical practice.

6. Quality circles.

Two study quality circles began in this year under supervision and guidance by the experts from Dutch institute NIVEL.

7. QI projects:

- Improving tetanus immunisation in general practice
- Improving opportunistic blood pressure measurement
- Improving communication with patients from different cultures
- Medical record - designing new patient chart
